It's not clear to me, but I think you means graphics graphics as opposed
to text mode graphics?   Anyway, there are a number of shareware products
available for text mode (check out any large FTP site like Simtel, Garbo, 
or WUarchive.
When I start using graphics, I will use a commercial package from Island
Software.  They sell the source, but I think they charge about $200 for the
whole thing (that's a very approximate amount--I don't really remember).

TP 6.0 with TurboVision seems to do exactly what you're looking for.
There's also a shareware program (I'm not sure it includes Mouse
support) available from SIMTEL in PULL55.ARC that does much of
what you want.

I know of 'Graphics-Menu', with add-ons like 'Data Entry Designer'
and 'Menu Designer'. They advertise regularly in several magazines.
I have never seen it in real, but from the advertisement it looks
nice. It has everything you ask for. Price (dating from maybe half
a year ago) were $179 for the main package and $99 each for the add-ons.
Features:
- menus, message boxes on graphic screens.
- Can be used with Turbo C, Microsoft C, Turbo Pascal
- Supports mouse, EMS. Menus can both  be activated with mouse and keyboard 
- Requires MetaWindow ($200 ?) or BGI.
