You can toggle input to the terminal between windows. So, you can have static data stored on the terminal. We had a few that would even do tek4014 immulation which I used to preview troff output. I also tested the Links and Esprit. I just liked the Falco's better and got about $100 savings per terminal. I was buying in quantities of 1-10 at a time with a verbal commitment to purchase 50 terminals minimum over the next 6 months.
