It indeed may not be an NSF requirement, but I believe that FARNET members are requiring that subscribers be able to identify who is/was? using the Internet at a given time. Certainly BARRNET requires it; and I think JvNC does as well (I seem to recall the people at Rutgers going through some hoops over this one), the point being that when someone does break in to some site, there will be means to trace the culprit.
