It does not support multiusers, but for a single DOS application, I have found it to be indispensible, especially when looking at price/performance. The toolchest plus all source is only ~35 bucks. I have been very pleased with it. It comes with an example generic database application. It is an ISAM library, implemented on top of a B+ tree library.
