From the IPO (IGES/PDES Organization) Reference Manual

"Recently the definition for PDES was revised to Product Data Exchange
using STEP (Standard for the Exchange of Product Model Data) to underscore
that PDES is the American activity which supports the development of the
international standard, STEP."

It used to be Product Data Exchange Specification.
