There is a program that I have heard of called Boardmaster.  It was shown at
my local users group and seems to be fairly comprehensive.  I believe that
it takes more that a Meg, however.  As for schematic capture, They didn't
demo that feature, if it exist.  I did hear them metion that it would
produce Gerber files or the a PD program could convert them.
