The foobar.font file contains info about what is the foobar directory. So, what do you think might happen if you add a foobar size 18 font file, and delete the size 20? In fact, foobar.font is now obsolete. FixFonts looks through each subdirectory in fonts:, and creates a correct .font file for it.
