MultiFinder has always been an extension of the System.  Finder is
simply an application (or shell) that takes advantage of some
MultiFinder features.   Under  6.0.x, other applications have nothing to
do with Finder and you can even run without it if desired.

In System 7.0, all the functionality of MultiFinder will be part of the 
System.  Finder is still just an application, although its role is now
much more important since it provides many tools (AppleEvents) for other
applications to use.
