You can get to know the value of TeX-start-of-header by typing:

   M-x eval-expression <RET> TeX-start-of-header <RET>

while in TeX-mode, as the variable is local to the buffer.

You can set the values by typing:

M-x eval-expression <RET> (setq TeX-start-of-header "% Start head ") <RET>
