It would be an unmoderated group centered upon computing policy at companies, schools, network installations, etc. This would provide a forum for people interested in the policies involved in giving users accounts, dealing with ethical issues like email privacy, charging for use, etc. I feel there's a great need for this kind of thing, by the smattering of conversation spread across a vast number of groups (e.g. comp.*.admin, comp.org.eff.talk, news.admin).
