However, the ET3000 grafinfo files should work fine at all resolutions up to 800x600. If you want gory details about why 1024x768 isn't supported on ET4000 cards, send me some e-mail. I was unaware that use of the 800x600 mode produced flicker on ET4000 cards; there is at least one ET4000 VGA card in use internally (Sigma Legend) that does not produce flicker in this mode. This card is hooked up to a Sony CPD-1304HG monitor. Could the flicker you observe on your system be attributed to the monitor you're using?
