Subject: Cursor Keys Frozen on Startup

I recently reorganized the groups of icons in the Program Manager so that
they were all in a single group.  Since then, after starting up Windows 3.0
Enhanced Mode, I cannot move the cursor from icon to icon.  I have no 
mouse, so no mouse driver is loaded.  After hitting return and executing
whatever application the cursor happens to be pointing to everything works
normally.  Any suggestions on what might be causing this?
