The cheap surplus ammo for the 7.62x39 Two thoughts: In a bolt action you can handload to much higher levels, I've seen loads for 130gn @ 2600 out of a bolt gun. Secondly, one could have the chamber reamed out to 30 ppc configuration ( it removes most of the body taper on the cartridge, thus drasticly increasing the powder capacity).
