Will,

   He needs to  get a  modem for his  portable (cellular?)  phone.   These
   beasties are available (at least  in the U.K.   they are!) and you  can
   lease one from most any company which  leases the phones.  A couple  of
   years ago this  is how we  initiated comms  to a new  office until  the
   leased-line could be installed.

   There are a  couple of  other newsgroups which  deal specifically  with
   telecom subjects  and I'm  sure that  someone in  comp.dcom.telecom  or
   comp.dcom.modems could be more specific.
