Oh *VERY NICE*.  So now in this land of freedom I should be required to carry
a bill of sale with me at all times for all the things I own.  Hey man your
watch, where is the bill of sale for that, is that stolen?  How about the
gas in the tank of your car, do you have a bill of sale for that? No, you
*must* have stolen it.  Probabily from our government.  Probabily to aid
you in your communist subversive activities.  In fact you are probabily a
spy.  Its good that I found you out and can now execute you before you did
any harm to our government.

I know of a dude that bought a bunch of "govt scrap at a govt auction". 
Turns out that there were some valuable (6 figures) Air craft parts that
happened to be in the lot he bought.  He paid $75 for the entire lot.  The
govt bought back the aircraft parts for (5 figures) and decided it got a
good deal.  I am very familiar with Govt auctions and other programs designed
to get something back out of equipment that is no longer usefull (for whatever
reason).  I am an amateur radio operator and a MARS member.  I am entitled
to pick up surplus equipment from the govt.  It is all in my house, legally,
I use it for electronic repair, amateur, and MARS operations.  I don't have
a single recipt.  That doesn't *prove* it isn't mine it just proves that
I don't have a recipt!
