There are at least 3.  All are ftp-able from wuarchive.wustl.edu,
either in /mirrors/msdos/bbs or /mirrors/msdos/uucp.  Relevant newsgroups
are alt.bbs, alt.bbs.waffle, and comp.mail.uucp.

Waffle: complete MSDOS multi-user bbs/uucp/newsreader/mailer.  Handles
compressed newsfeeds, can be used from the terminal or dial-in lines.
Shareware, $35 fee, source available.  Current name is waf164.zip, I
believe.

FSUUCP: news-reader, mailer, uucp.  Shareware, $35 fee, source ?  A
BBS version, FSBBS(?) is in-the-works, or may well be out by now.  Check
alt.bbs.

UUPC: uucp, mailer.  No newsreader.  Public domain.
