MNP is copyrighted by Microcom. If I remember correctly, they want about $200 for the error handling protocols and much more for MNP5. This may have changed, since V.42. The CCITT often looks down on standards which are built around proprietary protocols. I think it has something to do with giving the owner of the copyright an unfair advantage. Although, they would probably claim that $200 really is not that unfair. I know that when the CCITT was looking at a v.42bis compression standard, Microcom was pushing MNP7. At that time, they were offering a "C" implementation of MNP7 that could be run on a PC. This was to be used to compare compression results of MNP7 and the other compression algorithms being proposed.
