  As a matter of fact, issue 3 of Modules and Definitions was posted to BIX a
month or two ago.  It's probably still around, but being published at reduced
frequency.

  As for BIX, I've seldom had problems with contentiousness in the Modula-2
conference (I'm one of the moderators thereof).  There were some sporadic
problems a few months back, but they have quieted down, and the conference
is coming along quite nicely...
