Well, I've been waiting for a major release to do this.. perl is now
available from mthvax.cs.miami.edu

mthvax.cs.miami.edu = 129.171.32.5
~ftp/pub/perl4.0.tar.Z

available by ftp only, I am not making it available via netlib.

ftp from mthvax.cs.miami.edu is recommended for sites on NSFnet and
USAN. Other sites are probably better served by other perl archives.
