Indeed, in many cases productivity is unwelcome because it reduces the amount of money a contractor can charge the government. See what happens when people try to end-run free-market economics? By the way, I did some checking around after posting my reply to Mr. "I Live In The Real World" Holden, and our technical consultants are averaging about 150KSLOC/year of debugged, fielded, reasonably well documented Ada code (of course, we're not writing under 2167A).
