tn3270 is not PD but it is free.  It's covered by the MIT copyright.

The Apollo FAQ file, available by ftp from dabo.citi.umich.edu, should point
to the source (I got mine from ucbarpa.berkeley.edu).  There is also a
binary only version of tn3270 on dabo for those who don't want to go to the
trouble of compiling -- not that it's hard, but it does depend on imake and
having the x11r4 distribution installed, which you might not want.
