I have decompressed all of the utilities you mention. In any event, I have placed a gcc compiled version of compress 4.0 in ~ftp/pub on me10.lbl.gov. Just link it to zcat and uncompress. Also, running both the R3 and R4 X server from hp has been very stable for me, even with a vast assortment of clients. I have never had it crash with the frequency you describe.
