Lines: 18 Are you using your VGA system with fluorescent lighting ? Flourescent lighting flickers at 60Hz. This will interact with a display that is refreshed at 60Hz. Neither item is synchronized so you have an interference pattern that moves. This is why you see "10Hz" flicker. Another monitor of the exact same make and model will exhibit similar but not identical problems.
