This worked for me.

1.  edit the Makefile and comment out the line 
#       rm -f ${DBDIR}/cat*.[DL]

2.  as root, run make catman-db.  This will fail to go all the way.

3.  run make install.

4.  rehash

5.  re-run make catman-db.

6.  go to lunch (This took about 1.5 hours on my system (25TG) which has lots
    of software loaded).

7.  rehash and run gman.  This (IMHO) is a very nice program.
