I want to build a C-Library interface(in better words a device
driver interface ) to the Ethernet Controller. My aim is to find
out dynamically the queues build up in the Ethernet controller. 

To begin with, I am not sure how I am going to start this whole
process.

Can any kind fellow give me directions and hints ?
