I have received several replies like this.  Let me elaborate further:

In Motif you can specify:
Mwm*keyboardFocusPolicy:        pointer

In fact, some motif applications like xrn will also use this resource.

In twm/vtwm you set focus policy by putting:
AutoRaise
{
        ""
}
in your .twmrc file.

Most window managers have similar functionality in the respect.
In bothe of these examples, everything works as expected.  All applications get
input focus when the mouse enters their window.  All EXCEPT the xview based
applications, that is.

I have not been able to get cmdtool to accept pointer focus under any
conditions other than running under olwm.

Now then, let me restate my question.

Have you been able to get cmdtool to accept pointer focus under any other WM
besides olwm?
