I'd make the year four digits, to guarantee uniqueness (at least for the next eight thousand years). Also, this scheme has a big hole you could pilot a B-2 through. I've used machines that were used heavily enough to cycle through all 30,000 PIDs several times in a day. On such a machine, it's almost inevitable that sooner or later a process will manage to to repeat a PID/seconds combination.
