It does *not* say "any mention of an array may refer to either a packed array or an ordinary array, unless otherwise specified." Hence the following question: are packed arrays allowed in *all* the places that (readable) arrays are specified, e.g., as the Encoding or FontBBox entry in a font, the operand of setcolor, etc.? L.
