    It's perfectly normal.  TMON, you may have noticed, works in 1-bit
mode only.  I expect you notice the blink only when you startup in 
with a deeper screen than 1-bit.  The "blink" occurs when TMON
momentarily shifts the monitor to 1-bit mode, and then shifts it back
again.  Don't worry about it.
