Not necessarily true. I've writen programs (used by many people out there) that displays a watch cursor and still calls WaitNextEvent or system task. Background applications are still running and receiving time. In general, there is no reason why a watch cursor should mean no multitasking, although I'm sure there are some applications that work that way.
