OK. I think that I have it now.  The required setting on the VAX seems to be:
SET TERM/ANSI/NODEC_CRT
Simply saying
SET TERM/ANSI/DEV=UNKNOWN
doesn't remove the DEC_CRT setting even though it changes the terminal type
entry.  This applies at least to VMS4.6.
