DECwindows runs on top of X.  Chances are the reason you /usr/include/X11
directory is empty is because the optional subset containing additional
X utilities (such as xterm) was not installed.  To see what has been installed
get you Advanced Installation Guide in the appendix there is a list of
subsets for VAX and RISC machines.  Each subset is listed by its set name
and has a description.

Now (and I believe you must be root or su to do this) type

%setld -i | more

This will list all the subsets you machine knows about and will identify 
which of these are installed.  At this point you need to cross reference
the name (a code like entry such as UDTBASE410) with the list in the 
appendix of the Install Guide.  I can't remember which of these you need
but look for the following sets:

UWSXDEV410 and UDXUNMIT410

Chances are one or both of these are not installed.  If this is the case
you will need to install them or get you System Administrator to install
them for you.
