This isn't exactly an answer to the question you asked, but...

I use the external program "adjust" to do my paragraph formatting
in vi.  Most often I use the softkey mapping

map  #1   {!}adjust -m76^M

which does one paragraph, but you can pipe more or less through the program,
or change the right margin to something other than 76 of course.

I don't know how 'fmt' differs from adjust, but it sounds like it would
work if you have it.
