These are all things you can set in the AndrewSetup file.  For example,
our AndrewSetup file includes the following lines:

LocalBboardRoot:  /fs/bambam/usr3/andrew-bb/.MESSAGES
DefaultMSPath: $MAIL:$LOCAL

This redefines $local and makes $external and $official irrelevant.
