Companies like Octel make the larger ones, like 'ASPEN' that large comanies (and cellular providers) use. The smaller ones I've heard of that might sell you just a board are: Natural Microsystems (Watson board) and Talking Technologies (Bigmouth board). I have no idea where these companies are located.
