Only problem (so far) was that I hadn't pushed the SIMMs far enough into the SIMM sockets. One of these days I *will* post my debug code. It helped me track down the problem in just a couple of minutes. Basically, this code does a power on test and displays failures (memory, CPU, serial chip) on the LEDs. Rather than just lighting all the LEDs, I lit them in succession and blinked the one where an error occurred. Once I refine this somewhat, I'll post the code.
