Does anyone know if there is a style file available for the style
outlined in the IEEE Document "Information for
IEEE Transactions and Journal Authors", dated 9/89?   
In particular, the section heading format is a little strange.
I have already checked sun.soe.clarkson.edu and only found a couple
for different IEEE conference proceedings.  
I know there is a bibliography style for IEEE transactions (ieeetr.bst).
