I am looking for a program that can be run to setup the X11 user
environment. Either a program that takes a snapshot of the current user
environment or one that interactively sets it up. What I want is a
way for my users to change default startup programs, colors, resources,
sizes, locations of their X11 applications without having to use an
editor. 

It needs to be free and have source. A Motif application would be best.
