I just applied the 24-Mar-1991 patch and recompiled the cnews tree.
It appears that I now get a few of these msgs in my /usr/lib/news/log
file: 

    Mar 27 23:50:49.950 aesir - <1991Mar26.160719.27929@evax.arl.utexas.edu> \
    article "header" contains non-header line

(To be precise, I got 19 of these out of a total of ~1700 articles.)
