The one you are using (ISC 2.2.1 I think) does support the f-protocol.

The following line is an example out of my /usr/lib/uucp/Systems file:

scuzzy Any ACU,f 19200 0306919520 "" \r\r ogin:--ogin: nuucp word: nuucp

With an HST modem, you should get app. 1.1k cps with the f-protocol.
