The April 1991 Communications of the ACM contains
	Gregory K. Wallace, The JPEG Still Picture Compression Standard
and
	Didier Le Gall, MPEG: A Video Compression Standard for Multimedia
		Applications

After a very cursory look, these seem to be decent technical introductions
to the JPEG and MPEG compression algorithms.  (They are not complete
enough for an implementation.)

These articles are *much* more readily available than the SPIE proceedings
articles that were formerly the best references.

The same issue contains a bunch of other articles on digital video
and multimedia applications.
