I spoke to DEC support about this, and for some reason best known to only them, the "-h" command line option can only *REDUCE* the hop count, not increase it. No help at all, of course. What I would recommend you do is to fetch the latest source version of 5.65+IDA sendmail, ready ported to Ultrix, from gatekeeper.dec.com.
