The refer(1) distributed with Unix is not freely redistributable, because it has AT&T copyrighted source code in it. I don't know of any freely redistributable reimplementation of refer. Perhaps CSRG will do it for 4.4BSD, but they haven't yet (or, at least, if they have, they haven't made the sources publicly available yet).
