  This question has been asked at least three times in this newsgroup in the
past week or so, so I am going to post the response I have sent the last two
people who have asked, rather than sending E-mail again.

  The refer(1) distributed with Unix is not freely redistributable, because it
has AT&T copyrighted source code in it.

  I don't know of any freely redistributable reimplementation of refer. 
Perhaps CSRG will do it for 4.4BSD, but they haven't yet (or, at least, if
they have, they haven't made the sources publicly available yet).

  Please let me know if you find a version of refer that is freely
distributable.
