The tab key is used in the standard save dialog to switch between type-selection in the folder list and typing the name into the edit-text field. Having the tab key change its behavior to cycle between drives in the open dialog would be inconsistent. As Dean mentioned, command-left-arrow and command-right-arrow move back and forth through the drive list. Overall, I don't think this is a terrible change to the way things used to work.
