Meta behaves like control or shift, and when held down it sets the high bit of the character. VersaTerm Pro has something like this, but the characters it generates have nothing to do with the key labels, and they cannot be changed. It also doesn't allow control-meta characters. An alternative to a terminal emulator would be a package that allowed me to specify binary values for specific key chords, preferably on a per-program basis.
