Can some one tell me what "Theory Net" is exactly?

Sometimes people ask me: Do you get theory net?
I say, "I don't know, what is Theory Net?  I read comp.theory."
Then, they walk away nodding, as if I've answered their question.  
Of course, they haven't answered mine.
