Anyone know what part of the inews code in the current bnews-2.11 from
uunet (inews.c SCCS version "2.93 10/29/89") is causing the user's
.mailrc file to be accessed, whether or not the posted-to group is
moderated?  I haven't been able to track down where this is occurring.
