It was settled in some Defense Authorizations bill to let the Army operate >10,000lb aircraft. Remember it authorized and it assumed the Air Force was going to retire the A-10 in favor of the F/A-16 -- these plans may have changed after the performance of the A-10 Day attack raids in SouthWest Asia!
