I remember hearing something about the Soviets objecting to air launched cruise missiles in arms negotiations, and the US agreeing not to produce such weapons. But would this be with respect only to long range, nuclear tipped Tomahawks? Or is it very easy to change the Tomahawks conventional warhead to a nuclear one?
