Does he get billed?  They certainly have a phone number or at least an 
address on the periodic statement they mail their paying customers.  I'm
sure they'd appreciate a short note letting them know not to expect any
more payments.

I would also imagine that he could simply stop paying those bills, and 
CompuServe would take care of it automatically, note or no note.  (I 
don't recommend this route, however...  they may exact revenge on his 
credit report!)

Sheesh!  Just because we have modern technology doesn't mean the old
stuff's gone away!  Why, I'll bet that with a little work, your friend
could even locate a _typewriter_ to type the note with.  I admit they're
getting harder to find, but they _are_ out there!
